Fixed

• NavigableStatement.find_matching now returns empty array when no criteria specified - Previously, when both type: nil and text: nil and no block was given, the method would match ALL statements (since no conditions filtered anything out). This caused PartialTemplateMerger to incorrectly report has_section: true when anchor: nil was passed. Now returns an empty array when no criteria are specified.
