Introducing ast-merge

Ast::Merge supplies shared infrastructure for the StructuredMerge Ruby family. Format-specific libraries build on its matching, merge, and reporting contracts, while TreeHaver supplies parsing. Most application integrations should begin with the package for their file format; this library is the foundation for building those integrations.
